Chełm-Bełz elders, gathered at the regional council in Grabowiec, accepted the estimate of the expenses of the land for the year 1751/1752. The total sum of the anticipated expenditures of 25,214 zlotys consists of commissions from the wyderkaufs drawn from the clergy and nobility; the cost of returning the assessment to the Crown Treasury; the annual salaries of the marshal, land elders, and rabbis from the main cities (Chełm, Luboml, Bełz, Hrubieszów); the costs of coming to the regional council (only for one delegate from the community); and the salaries of two scribes and the salaries of servants. Under the threat of being removed from office, land officials were prohibited from signing assignments for sums other than those in the adopted estimate, and the procedure for settling debts of individual kahals in the land was established.
