Resolution of the regional council of the Zamość Entailed Estate

The rabbis of the Zamość Entailed Estate gathered at the regional council in Łukowa, called by the widow of the Crown treasurer, Anna Franciszka from Gniński Zamoyska, decided: 1) to set the poll tax and tariff tax charged on Jewish male property owners and married tennants as 30,006 zlotys; 2) to exempt from the poll tax rabbis, their children, and sons-in-law who deal with with usury, cantors, syndics, shamesim, the general scribe, and poor Jews receiving alms; the property tax (symplowy) tax depends on the wealth of the Jews; 3) the poll tax registers will be handed over to the Crown scribe and land scribe; 4) to appoint Irsz, a Zamość Jew as the scribe of the Ordynacja; 5) to approve treasury assignments; 6) to stop the repayment of debts until a settlement through the rabbi of Lviv is reached between the Ordynacja Jews and Jews of the Chełm-Bełz region; 7) to set the date (18 May 1701) of the next regional council to arrange new tariffs; 8) in the period between the councils, the jurisdiction in matters between Jews and elders of the kahal will be carried out by a mixed court consisting of a rabbi and an elder ordained by the main kahals of the Ordynacja and a rabbi representing the defendant community; 9) to determine that the elders can not grant a tax exemption without the council of the rabbis of the Zamość Entailed Estate; 10) to set a weekly allowance for elders and rabbis who came to the regional council from the arrival of the marshal; 11-12) to prohibit rural Jews from evading the payment of tax and cattle slaughter, and to order them to go to the city on holy days; 13) to prohibit Jews from moving to other communitiess without obtaining a certificate on tax payment; 14) to resolve to send deputies to Zamość to obtain confirmation from the heiress and to talk to the scribe.
