Universal of Crown Treasurer Karol Odrowąż Sedlnicki, ordering Jews of the Ruthenian poviat to convene a congress
In response to numerous complaints from Ruthenian communities dissatisfied with an excessive tax burden, Grand Crown Treasurer Karol Odrowąż Sedlnicki instructs Ruthenian land elders to convene a new congress to arrange a new sympla (general allocation). The individual kahals are obliged to send their own appraisers.
